Kissimmee, FL Fire Regulations: Smoke Detectors (2026)

City Code § 9-295(b), titled "Fire protection," states that "smoke alarms must be installed in all residential dwelling units" in two specific locations: on the ceiling or wall directly outside each bedroom or group of bedrooms in general proximity to each other, and in each story within the dwelling unit, excluding crawl spaces and uninhabitable attics. This sits inside § 9-295 alongside subsection (a), which requires that means of egress comply with the adopted life safety code, that egress doors open readily from the inside without keys or special tools, and that required emergency escape openings work from inside the room without keys or tools, and subsection (c), a catch-all requiring compliance with all other fire safety codes the city has adopted.

The article that houses this rule, chapter 9, article V (§§ 9-274 to 9-296), was rewritten by Ord. No. 3098 on April 16, 2024, and states its purpose in § 9-274 as protecting "the comfort, health, safety, and general welfare of the citizens" through minimum maintenance standards. Enforcement runs through the designated official named in § 9-278, who can issue interpretations and require correction; § 9-296 makes any violation of the article, including a missing or non-functioning smoke alarm, subject to prosecution and the general penalty in § 1-22.

The city's separate fine schedule in § 1-22(b) does not list smoke alarms specifically, so a violation falls to item (26): a $100 fine for violations of the residential minimum maintenance ordinance (chapter 9, article V) not otherwise itemized. Repeat or uncorrected violations can also be referred to the special magistrate under § 1-22(c), which can impose escalating daily fines.
