Full Breakdown
Neenah's Housing Code requires a working, approved smoke detector on every inhabited floor of every dwelling unit: owner-occupied or rented. The owner must install the detectors and keep them in good working order, check the batteries at the start of each new lease, and replace batteries at least annually. Tenants must tell the owner about any malfunction, including a dead battery. The rule sits inside the same 'Maintenance of dwellings' section that sets the City's structural-soundness standards, and carries the same Housing Code penalty for noncompliance.
Violations & Fines
Failing to install or maintain a working smoke detector on each inhabited floor, or an owner's failure to check batteries at lease start and replace them annually, is a Housing Code violation subject to the Section 1-7 penalty.
