Full Breakdown
Title V of the Code of Ordinances (the Housing Code) requires smoke detectors in all dwelling units and common areas, potentially including basements, interior stairwells, hallways, and storage attics, as required by the city code, the State Building Code, or the State Fire Code. Detectors must be lab-approved, installed per manufacturer instructions, and be battery-operated or hard-wired with an audible alarm. Owners and agents in charge of residential rental property must install detectors; tenants must test them and replace batteries. No one may remove or disable a detector except for maintenance or repair. The building official and fire marshal jointly enforce and may issue implementing regulations.
Violations & Fines
Violating any Title V provision, including the smoke detector mandate, subjects the responsible party to citation and fine under C.G.S. § 7-148(c)(7)(A); each day of noncompliance is a separate violation.
