Santee, CA Fire Regulations: Smoke Detectors (2026)

Santee's smoke alarm mandate, like its carbon monoxide detector rule, is written into the condominium conversion chapter rather than as a standalone citywide law. Section 12.08.020 conditions the tentative map for converting an existing residential development, defined as one already holding a certificate of final occupancy, into condominiums, a community apartment project or a stock cooperative. The Planning and Building Department reviews the required physical inventory report from a licensed engineer, architect or contractor before the map can be conditioned.

Subsection (C)(2)(k) requires smoke detectors installed to the California Building Code, and specifically requires that smoke detectors within bedrooms include a visual notification device to notify hearing-impaired occupants, a life-safety detail beyond a bare smoke-alarm mandate. Subsection (l) goes further and requires each unit in the building or complex to be retrofitted for fire sprinklers, though an applicant can avoid that retrofit by demonstrating to the City Council's satisfaction that the cost of retrofitting that specific building or complex would run significantly higher than average retrofit costs, or would cause unusual structural defects or similar problems. Both upgrades sit alongside the guardrail, stairway and sound-insulation conditions in the same subsection, and, like those conditions, can be waived only under the health-safety-welfare and special-circumstances findings the City Council must make under Section 12.08.020(F).
