Eden Prairie, MN Food Trucks & Mobile Vendors: Food Truck Permits (2026)

City Code Section 5.76, adopted by Ordinance No. 15-2015 and amended by Ordinance No. 10-2022, governs every food cart, mobile food unit, and seasonal food stand operating in the City of Eden Prairie. Before setting up, an operator must hold a valid license from the Minnesota Department of Health or Hennepin County Health under Subdivision 3.A and post it on the vendor unit. Mobile food units cooking with equipment that produces smoke or grease-laden vapor need a separate operational permit from the Fire Code Official, referenced to City Code Section 9.05, Subdivision 6.

Subdivision 3.C confines food stands to specific zoning districts: the office district under Section 11.20, industrial districts under Section 11.30, commercial districts under Section 11.25 except the Neighborhood Commercial subdistrict, the Town Center-Commercial subdistrict under Section 11.27, and the rural district under Section 11.10. Operating hours run 6:00 a.m. to midnight under Subdivision 3.D. Vendors must carry written permission from the property owner and present it to City staff on request, dispose of gray water daily without draining it into City stormwater drains, keep units to a maximum length of thirty feet, and secure propane tanks with adequate ventilation.

Subdivision 3.P requires commercial general liability coverage of at least $1,000,000 per occurrence, automobile liability of $2,000,000, and food products liability of $1,000,000. Community Development and the Eden Prairie Police Department administer the permit and license checks, and the Fire Department handles the operational permit for cooking equipment.
