Eden Prairie, MN Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Section 5.76 of the Eden Prairie City Code, most recently amended by Ordinance No. 10-2022, regulates every food cart, mobile food unit, seasonal food stand, and special event food stand operating in the city. Subdivision 3.F is unambiguous: food stands and special event food stands shall not operate on public streets or public right-of-ways. The only path onto public property is Subdivision 3.F's separate carve-out for City parks, which requires written approval from the City Parks and Recreation Director before any vending can occur there.

Off the public right-of-way, a vendor still needs written permission from whoever owns or controls the private property under Subdivision 3.E, and must keep that permission on hand to show a City representative on request. Vendors setting up on qualifying private property must also fall within one of the zoning districts listed in Subdivision 3.C, hold the state or county health license required by Subdivision 3.A, and follow the 6:00 a.m. to midnight operating window in Subdivision 3.D. A vendor that sets up on a public sidewalk or street without park approval is treated the same as any other violation of Section 5.76: Subdivision 4.A makes the conduct a misdemeanor, and Subdivision 4.B lets the City treat the condition as a public nuisance, recovering abatement costs and attorney fees from the operator.
