Eden Prairie, MN Food Trucks & Mobile Vendors: Vending Zones (2026)

Subdivision 3.C of City Code Section 5.76, added by Ordinance No. 10-2022, sets the geography for every food cart and mobile food unit that qualifies as a food stand under the section's definitions. Food stands may operate only in the office zoning district described in City Code Section 11.20, the industrial zoning districts of Section 11.30, the commercial zoning districts of Section 11.25 (with the Neighborhood Commercial, or N-Com, subdistrict specifically excluded), the Town Center-Commercial (TC-C) subdistrict of Section 11.27, and the rural zoning district of Section 11.10.

That leaves the City's residential districts, including the TOD-R subdistrict, off-limits to routine food-stand operation. Special event food stands, defined as stands tied to weddings, anniversaries, graduations, and similar private gatherings that run no more than three times a year for up to ten total days citywide, get a broader rule: Subdivision 3.C.2 lets them operate in any zoning district, residential included, subject to the section's other restrictions. Every food stand, regardless of district, still needs the state or county health license required by Subdivision 3.A, must observe the 6:00 a.m. to midnight hours in Subdivision 3.D (7:00 a.m. to 10:00 p.m. for special event stands in residential districts including TOD-R), and cannot exceed thirty feet in length under Subdivision 3.I.

Community Development verifies zoning compliance before a vendor sets up, and a stand operating in a district not on this list is treated as a violation of Section 5.76 subject to the misdemeanor and nuisance-abatement provisions of Subdivision 4.
