Norman, OK Food Trucks & Mobile Vendors: Food Truck Permits (2026)

NCC section 20-1008 requires an annual or temporary Food Service Establishment License for fixed and mobile food establishments operating in Norman, issued by the City Clerk after approval from the Fire Marshal, the Planning and Community Development Department, the County Health Department, the Sign Inspection Division, and Environmental Services. A mobile operator can hold an annual license recognizing compliance with Oklahoma Department of Health rules and any Norman requirement not inconsistent with state regulation, or apply for a temporary license (one-day, 30-day, or 180-day) at least 24 hours before any sales under section 20-1009.

The application, filed with the City Clerk, must include a description of the vehicle, proof the applicant is bonded or paying sales tax as a Group II vendor, proof of a County health permit, and, for mobile food preparation or vending vehicles, proof of a State Fire Marshal vehicle inspection completed within the past year. Operators who do not run a fixed, permanent restaurant must also file a certificate of general liability and vehicular insurance, naming the City as additional insured when working a City event.

The Clerk reviews for sales-tax registration, sight-distance and right-of-way concerns, and compliance with NCC Chapter 28, then approves or denies within five business days, notifying a denied applicant in writing within three days with specific reasons for nonapproval.
