NCC section 20-1010 makes clear that issuing a temporary Food Service Establishment License does not carry any permission from a property owner: the licensee, whether operating under an annual or temporary license, must separately obtain the owner's, designee's, or lessor's invitation before setting up. The section then caps a mobile temporary food vendor at 12 hours at a single location at one time, and defines a single location broadly enough to include one parking lot shared by multiple businesses, so a truck cannot restart the clock by claiming a different tenant's space in the same lot.

Two exceptions relax these siting rules: they do not apply to food sales at private events not open to the general public that are sponsored, catered, or hosted by a business or group, and they do not apply on University of Oklahoma home football game days or during a licensed Special Event, reflecting how much game-day demand shapes Norman's mobile food business. Unlike the zoning-district test section 20-1009 applies to a fixed restaurant's location, mobile vending is not gated by zoning district; it is gated by property-owner consent and the 12-hour clock, on top of the licensing, insurance, and vehicle-inspection conditions in sections 20-1008 and 20-1009.
