Woodbury, MN Food Trucks & Mobile Vendors: Food Truck Permits (2026)

City Code Sec. 11-73 requires every mobile vendor doing business in Woodbury to obtain a license, with a separate license for each vehicle used. The application goes to the public safety department and must describe the vehicle, name the persons interested in the business, describe the goods sold, list liability insurers and coverage amounts, and include the vehicle's serial number, state license number, make and model, and the state commissioner of agriculture's food-sale license number. No license issues until the public safety director or designee approves the application and the fee is paid; the license is nontransferable and expires annually on December 31.

Sec. 11-74 requires liability insurance of at least $100,000 for single injuries, $300,000 per accident, plus $50,000 in property coverage. Sec. 11-76 requires flashing lights on both front and rear of the vehicle visible in daylight. Beyond the vehicle license, Sec. 11-78 requires each individual driver of a licensed mobile vendor vehicle to separately register with the city at least ten business days before starting work, providing identification (driver's license, military ID, or passport), a physical description, address history, and a five-year criminal history disclosure; the public safety director must act on a complete application within ten business days.

A license may be revoked by the public safety director or designee, with written notice of reasons and a right to appeal within 20 days to the city's selected impartial examiner, and further appeal to the Minnesota Court of Appeals by writ of certiorari under Sec. 11-73(e).
