Sec. 86-1(a) makes it unlawful for any itinerant vendor to sell, offer for sale, exhibit for sale, or take orders for the sale of fresh or frozen meats or seafood within the parish. Subsection (b) defines an itinerant vendor broadly as any person, firm or corporation, including their agents and employees, who engages in temporary or transient business in the parish selling or offering to sell fresh or frozen meats and seafood, so the ban reaches roadside sellers, mobile coolers and pop-up stands moving through the parish rather than fixed retail grocers.

The prohibition sits in Chapter 86, Peddlers and Solicitors, alongside the door-to-door and panhandling licensing scheme in Sec. 86-2, showing the Police Jury treats itinerant meat and seafood sales as a form of peddling subject to outright prohibition rather than licensing. The Code does not contain a separate ordinance governing general food-truck or prepared-food sidewalk vending; Sec. 86-1 is the parish's only itinerant food-vending restriction on the books, and it is limited to fresh or frozen meat and seafood specifically, not prepared meals, snacks or other food items.

Subsection (c) narrows where the ban applies, exempting incorporated areas and land within five miles of the City of Bossier, and violations are punished under subsection (d).
