Before applying, a vendor must obtain a California Department of Tax and Fee Administration seller's permit listing Escondido as a location, and food vendors must also obtain a County of San Diego Department of Environmental Health and Quality permit and either a Manager's Food Safety Certificate or a Food Handlers Card, plus a city business license, under Section 16-432(b).
The permit is issued by the city manager or designee, is valid for one year, must be renewed annually, and is void if sold, assigned, or transferred, under Section 16-434. Location restrictions are strict: vending is barred within 18 inches of a curb, within 50 feet of another vendor or a bus stop, within 100 feet of a fire station, police department, hospital, or a permitted special event, and within 100 feet of a K-12 school during arrival, dismissal, or recess windows, under Section 16-439(b).
