Any licensed merchant or other person conducting a lawful business may place tables, racks, stands, carts, or other similar structures upon a public sidewalk located within the Downtown Area for the purpose of selling or displaying goods, wares, merchandise, food, or beverages. Carts must sit parallel to the sidewalk within 4 feet of its back edge, stay 15 feet from fire hydrants, and keep 3 feet clear of crosswalks, utility poles, and bus stops.
