New Rochelle, NY Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Section 235-14 of Chapter 235, Peddling and Soliciting, sets the operating rules every licensed peddler, vendor, or solicitor must follow once selling on a public street or sidewalk. Subsection H bars a licensee from creating or maintaining any booth or stand, or placing barrels, boxes, crates, tables, or chairs on a street, public place, or sidewalk to sell or display goods, and separately bars vending directly off the sidewalk surface, a blanket, a board, or a trash receptacle; any display that is used may not exceed five feet in height or sit lower than 24 inches above the sidewalk.

Subsection G bars stopping, standing, or parking a vending vehicle on any crosswalk, and Subsection I bars parking within 25 feet of any intersection. Itinerant vendors face additional movement rules: Subsection K requires them to change location by moving at least one city block, or across the street, every half hour, and bars returning to the same spot for at least an hour and a half. Subsection L confines pushcart vendors to sidewalks with at least a 10-foot-wide clear pedestrian path, keeps them at least five feet from a business's display windows, 15 feet from any building or store entrance, and 20 feet from outdoor dining, and caps how far a pushcart may project from the curb toward the property line at three linear feet.

Subsection D generally bars an itinerant vendor from standing or parking a vehicle or cart in one place on any public sidewalk or street. Subsection P adds that no vehicle or pushcart may be left unattended for more than 15 minutes. All of these operating rules sit alongside, and apply in addition to, the licensing requirement in § 235-3.
