2003 makes it unlawful to conduct sidewalk vending in Redondo Beach without both a City business license and a sidewalk vending permit, applied for on a Finance Director form and accompanied by a nonrefundable fee set by City Council resolution; the permit must be renewed every year alongside the business license and is non-transferable, so a change in cart ownership or operation triggers a new application. 2004 spells out what the application must contain: valid government identification, the vendor's name and address, a description of the food or merchandise, cart dimensions and photos, the proposed vending location or route, proposed hours and days, whether the vendor is stationary or roaming, a valid business license and California seller's permit, and, for food vendors specifically, a food handler course certificate and proof of Los Angeles County Department of Public Health approval.
