Full Breakdown
Beloit Code of Ordinances § 8-605 draws the map for where outdoor vending, the category that covers mobile food carts and trucks selling directly to the public outdoors, may operate. 02(15) of the Code of General Ordinances separately permit it. 04 of the Code of General Ordinances first, and the vendor may then display merchandise, meaning food and goods for sale, only on the zoning lot named on that specific license. The section sits inside Chapter 19's outdoor storage, display, sale and vending rules (§ 8-600), which start from a blanket prohibition on outdoor vending, storage, display or sale of merchandise except as this section and its neighbors expressly permit.
A related provision, § 8-602, keeps any permitted outdoor sale or display, vending included, at least 30 feet from a residential zoning district and out of any required setback or required off-street parking area. 04 license, or operating from a lot the license does not name, is out of compliance with § 8-605 even inside a district that otherwise allows the use.
Violations & Fines
Outdoor vending without the § 14.04 license, or vending from a lot not named on the license, violates § 8-605 and is enforced through the City's zoning and licensing enforcement channels under Article X of Chapter 19. Vending in a district not on the approved list, such as any Residential district, or within 30 feet of a residential zoning boundary, is likewise a violation regardless of licensing status.
