A. No person shall engage in hawking, peddling or vending any foods, beverages, confections, goods, wares, merchandise or commodities of any nature or description on the streets and sidewalks within the City of Clifton's Special Improvement District unless such use, and the location thereof, has been specifically authorized by the Municipal Council pursuant to the rules and regulations formally adopted by the Municipal Council.
