Highland, CA Food Trucks & Mobile Vendors: Vending Zones (2026)

Highland Municipal Code § 16.44.290(C) is the location rulebook for food trucks in the City of Highland. Food truck events are allowed in all nonresidential districts, subject to review and approval of a special event permit, so no residential district is open to vending. Table 16.08.130.A in § 16.08.130 repeats the zone rule for food truck events: all nonresidential districts, a maximum of 18 days per calendar year and 6 occurrences per calendar year.

One stationary location. The special event permit is for one stationary location only. Food trucks are not permitted to roam throughout the city, and selling food at multiple locations is not permitted.

Established use only. The food truck event must be located at an established use. Vacant lots, vacated or abandoned businesses and the right-of-way are all off limits.

Parking and circulation. The truck cannot block any parking required to adequately serve other businesses, or any driveways or drive aisles for required vehicular circulation. It cannot occupy parking spaces required to meet the minimum parking requirements for any other business located on the property. The truck must also be situated so that it is visible from the public right-of-way.

Distance from restaurants. A food truck event cannot be located within 500 feet of an existing established restaurant selling the same type of food or similar cuisine, unless written permission is granted by that restaurant.

Duration and site layout. The event is subject to any time limitations set by the community development director, and it cannot exceed 18 days within one calendar year at any given location. Temporary chairs, tables, fences or other site furniture must be shown on the site plan submitted with the special event application. The truck cannot discharge any materials onto the sidewalk or into the gutter or storm drain system.
