It shall be unlawful for any person, firm or corporation to conduct a market commonly called or known as a "roadside market," or other business within or upon the right-of-way of any public highway or road within the County of Orange, or within or upon the intersections of rights-of-way of any public highways within the County of Orange, or in such a place and manner so as to interfere with the safe flow of normal traffic on such highway or road.
