Passaic, NJ Food Trucks & Mobile Vendors: Vending Zones (2026)

1 of Chapter 149 creates "Food Truck Row" as the one location in Passaic where a defined group of mobile food vendors are authorized to operate from public parking spots. The row runs along Madison Street between Hope Avenue and George Street and consists of exactly 10 designated parking spots. Of the city's overall cap of 35 mobile food establishment licenses set under Section 149-15, 10 are specifically set aside for assignment to Food Truck Row. Eligibility is narrower than the mobile food category generally: mobile retail food establishments can apply, but catering trucks, ice cream trucks, carts, bicycles and other hand-carried portable containers are expressly excluded from Food Truck Row eligibility.

Once a vendor holds a license specifically designated for the row, the exclusivity cuts both ways, that vendor is confined to Food Truck Row and is not authorized to operate at any other location in the city, and conversely only vendors holding a Food Truck Row-designated license may use those 10 spots. Within the row itself, the ten spots are allocated first-come-first-served among eligible vendors, and no vendor may park in a way that obstructs the flow of vehicular traffic on Madison Street. Every other provision of Chapter 149 governing mobile food establishments generally, the Division of Health license, its posting requirements, non-transferability, and inspection authority, continues to apply to Food Truck Row vendors on top of the row-specific rules.
