Springfield, IL Food Trucks & Mobile Vendors: Vending Zones (2026)

Sec. 01(1) puts the director of public works, or a designee, in charge of assigning specific vending locations, and bars issuing a temporary or mobile food service permit for any city right-of-way, city property, or private property spot within 300 feet of an existing restaurant building's lot line. That 300-foot buffer does not apply to Old State Capitol Mall vendors, Old State Capitol Mall farmers market vendors, or vendors on Capitol Avenue between 2nd and 11th Streets. Within the downtown area, defined as the zone bounded by 2nd Street on the west, 11th Street on the east, Lawrence Street on the south, and Carpenter Street on the north, the buffer shrinks to 50 feet from an existing restaurant's frontage.

A separate, harder rule sits at Sec. 014(a)(1): no person holding a solicitor, peddler, agricultural commodity, or mobile food service establishment license may transact business at all within the geographic area bounded by the south curb of Capitol Street, the north curb of Edwards Street, the west curb of Ninth Street, and the west curb of Seventh Street, a small government-office core near the State Capitol complex. That downtown-loop ban applies on top of, not instead of, the restaurant-distance buffers, and it also bars transacting business in any manner that creates a vehicular or pedestrian traffic hazard (Sec. 014(a)(2)).
