Section 104-1 lets any authorized organization apply to the City Clerk for a license to conduct bingo games, subject to Chapter 854 of the Laws of 1957, codified as Article 14-H of the state General Municipal Law. Section 104-2 layers on local restrictions: only a licensee under Article 14-H may conduct a game or lease a hall for bingo, and rent tied to a percentage of receipts or net profits is forbidden. Licensed organizations may buy bingo supplies only from a supplier licensed under the Bingo Control Law or from another authorized organization, and all net proceeds from the games and any rental must go exclusively to the organization's lawful purposes.

New Rochelle sets its own prize ceilings tighter than a bare state floor would require: no single game's prize may exceed $250, and no occasion's series of prizes may total more than $1,000.
