Sec. 86-62, titled Exemptions, carves garage sales out of the licensing and record-keeping rules that Article III of Chapter 86 imposes on secondhand dealers. The section states that the article shall not prohibit Bossier City residents from conducting a garage sale at their place of residence, nor prohibit nonprofit or charitable organizations from conducting rummage or garage sales to raise funds, but caps these sales at three consecutive days in duration.
