Sec. 16-144(a) allows each property location in the city no more than four one-day-only yard sales per year. 00 per permit, so long as the property stays under the same ownership or tenancy; the one-year window runs on a rolling annual basis rather than a calendar year, specifically to prevent more than four one-day sales in any twelve-month span. Mobile home parks may issue individual permits per lot, while an apartment complex as a whole is limited to the same four one-day sales a year, with written permission required from the property owner, manager or designated representative before any complex-wide sale.

Nonprofit organizations may hold yard sales in business areas with permission from the city council under Sec. 16-144(b). This one-day track runs alongside the separate multi-day permit in Sec. 00 for each one after, expiring 48 hours after the permit's issued time. An applicant for the multi-day permit must also file an affidavit under Sec. 16-142 confirming no more than one sale was held on the property in the prior twelve months and that it did not run longer than a day.
