Unlike its rules for businesses, Sunrise does not fix an annual number of residential garage or yard sales. The three-sales-per-year cap in the city's rules applies to commercial temporary outdoor sales in parking lots and on sidewalks, not to a homeowner's yard sale, which the special-event rules exempt as an event on residential property. There is no permit and no per-year count to track. The practical limit is the nuisance code: a home used for near-continuous selling can be treated as an unlicensed business or as an accumulation nuisance under Sec. 9-2, drawing zoning or code enforcement attention.
No fine attaches to the number of residential sales. Repeated, ongoing sales that turn a home into a de facto store can trigger zoning enforcement or a nuisance citation under Sec. 9-2.
