Section 4-2N-6 is written directly into Article N, which otherwise licenses secondhand, antique, and junk dealers. Article N starts with section 4-2N-1, which makes it unlawful to operate as a secondhand dealer, secondhand computer or compact disc dealer, secondhand precious metal or gem dealer, junk dealer or collector, or antique dealer without a general business license and a special secondhand/junk license. The garage sale rule in 4-2N-6 functions as the line between an occasional private sale and licensable dealer activity: once a licensee under the article holds more than two private-residence sales in a calendar year, or runs a single sale past seven days, that activity falls under the article's licensing and recordkeeping regime rather than a one-off casual sale.

Dealers covered by the article must also keep a bound, nonerasable-ink register of every item received, including the seller's description, price paid, date and time, and a photo-ID-based identifier, retained for two years and open to police inspection on request (4-2N-3, 4-2N-4, 4-2N-5). Anyone storing junk or secondhand goods, wares, or merchandise outdoors on a lot in the city must also enclose the area with a tight board fence at least seven feet high in good condition (4-2N-7), and no licensee may accept an item with an altered, defaced, or removed serial number (4-2N-8).
