Item 8 of the standards in Section 9104.02.170 (Home Occupations) is titled Visitor Limit. A home occupation cannot generate a number of visitors, whether pedestrian or vehicular traffic, beyond what is considered normal within the surrounding residential neighborhood. The code sets no fixed head count, so the yardstick is the neighborhood around the specific property. Delivery traffic is treated the same way: a home occupation cannot use commercial vehicles for delivery of materials to or from the premises in a manner different from normal residential usage.

The provision then closes the window on hours. Visitation and deliveries incidental to the home occupation are limited to 7:00 a.m. to 7:00 p.m. Monday through Friday and 8:00 a.m. to 6:00 p.m. on Saturdays and Sundays. Business that the operator transacts solely by means of the Internet, mail, telephone, or similar means of communications, or while away from the site of the home occupation, is not limited by the visitor rule.

Related standards in the same section reinforce it. The existence of a home occupation cannot be apparent beyond the boundaries of the site, and the dwelling cannot be altered so that it can reasonably be recognized as serving a nonresidential use, whether by lighting, noise, odors, or anything that disturbs the peace. Only one vehicle owned or leased by the operator, not exceeding one-ton rated carrying capacity, can be used in connection with the home occupation and parked at the residence, with a dedicated space in addition to required parking and storage within an entirely enclosed garage. Only permanent residents of the dwelling can be employed on the premises, which keeps staff traffic out of the count.

At the permit stage, § 9107.13.080 requires a finding that the use will not create traffic or pedestrian hazards, and § 9107.13.090 lets the Director impose conditions such as hours of operation, parking, and traffic circulation.
