Bulloch County, GA Home Business: Customer Traffic Restrictions (2026)

Section 1425 of the Zoning Ordinance (Appendix C) regulates a 'cottage industry,' the county's term for a business run as an accessory use to a residence on a lot of at least 80,000 square feet. m. Outside those hours, no client visits or business-related vehicle movement are permitted. The rule does not stop at the clock, either: the cottage industry cannot generate pedestrian or vehicular traffic beyond what is normal for the neighborhood where it sits, and the traffic it adds cannot push the level of service on the access road below what the county has adopted for that roadway, nor generate significantly more traffic than the other, typical uses found in the same zoning district.

Drive-through service of any kind is barred outright under subsection (j). These traffic limits sit alongside the cottage industry's other operating conditions in the same section, including a cap of six general-purpose or heavy-duty vehicles and six employees on site, a requirement that all business activity happen inside an enclosed structure or accessory building that is 2,400 square feet or smaller, and a ban on outdoor merchandise display. Because the cottage industry classification is meant for a business that stays secondary to the home, Bulloch County Planning and Development reviews the hours and traffic conditions as part of the conditional-use application before a cottage industry can operate.
