Commerce City, CO Home Business: Customer Traffic Restrictions (2026)

LDC § 21-5240 treats customer and delivery traffic as one of the core tests for whether a home-based business stays clearly incidental and accessory to the use of the residence as a dwelling, the threshold the whole home occupation section is built around. The code allows no more than eight patron visits per day, and every one of those visits must fall between 7:00 a.m. and 7:00 p.m., so early-morning or evening client appointments are not permitted regardless of the business type. Deliveries are treated separately and more strictly: except for regular postal mail and small parcel carriers, pickup or delivery to the home is prohibited outright, and even small-parcel deliveries are capped at four per day.

Together the two limits are meant to keep a home occupation from generating the kind of steady vehicle traffic, parking demand or curb congestion that a licensed commercial use would create in a residential zone. The city requires a business license for every home occupation under subsection 1, and a pattern of exceeding either the visit count or the delivery cap is evidence the use has outgrown the accessory classification and needs to relocate to a commercial zone district or seek a different land-use approval.

Community Development can act on neighbor complaints under the general enforcement authority in § 21-10020, which lets city agents inspect a property on reasonable belief that a violation exists.
