150(a) lists the criteria the community development director applies to decide whether a business qualifies as a valid home occupation, and traffic control sits at the center of that list. Subsection (a)(4) requires that the use not generate pedestrian or vehicular traffic or parking needs beyond what is normal to the residential district, a standard the director applies against the specific street and neighborhood rather than a fixed trip count. Subsection (a)(5) separately bars using commercial vehicles to deliver materials to or from the premises, which rules out regular truck deliveries tied to the business even if overall traffic stays light.

A director who finds a use is generating excess traffic can void the home occupation permit for noncompliance under subsection (d), and a person with a demonstrated physical handicap can ask the planning commission to waive the traffic or staffing criteria under subsection (a)(12) after a public hearing with notice to owners within one hundred feet.
