Eagle Mountain, UT Home Business: Customer Traffic Restrictions (2026)

EMMC 17.65.060(F) restricts home businesses that receive customers, clients, or students to operating only between 7:00 a.m. and 9:00 p.m. The license official, or a designee, can rescind approval for those hours at any time if operating during them creates a nuisance for neighbors, even after the home business license has been issued.

EMMC 17.65.060(K) sets a numeric ceiling on client traffic: a home business may not generate more than 12 clients per hour or 24 clients per day. Both limits apply on top of the general parking standard in EMMC 17.65.060(C), which requires a home business to provide adequate on-street or off-street parking as determined by the license official, and bars businesses in townhome or condominium developments with limited visitor parking from generating additional client traffic that causes parking overflow. The floor-area cap in EMMC 17.65.060(A), limiting a home business to one-third of the dwelling's total floor area, and the ban on outdoor business activity visible from the street in EMMC 17.65.060(E), reinforce that client-facing home businesses must stay small and unobtrusive. Multiple home business licenses may be held at one address, but EMMC 17.65.060(L) requires that the cumulative traffic from all licensed businesses at the residence still meet these hour and volume caps.
