Greenwood's Unified Development Ordinance folds customer and staff traffic limits into its home occupation standards at Sec. 10-03-12.A. The code allows not more than one person who is not a resident of the dwelling to work in the business as an employee, independent contractor, or volunteer, and separately caps non-resident vehicles: not more than two non-resident vehicles shall be permitted at the home occupation at any time, with only one vehicle utilized by the home occupation itself. The traffic-hour limit is the strictest piece: in no event shall any home occupation cause or result in persons arriving at or entering the premises before 8:00 a.m. or after 8:00 p.m.

That closes off early-morning and late-night client visits, deliveries or consultations regardless of the business type. These limits sit alongside a companion rule barring any expansion of off-street parking or added parking burden from the home business, so a home-based salon, tutoring service or contractor's office cannot solve a traffic problem by paving over yard space. Because the vehicle, employee and hour limits are counted together, a business that legally has one outside employee can still violate the section if that employee's car plus two client cars are on site outside the 8 a.m. to 8 p.m. window, or if more than two non-resident vehicles show up at once.
