Greenwood, IN Home Business: Home Daycare (2026)

Sec. 10-03-12 of the Greenwood Unified Development Ordinance opens its home occupation standards with a carve-out for child care: child-home daycare businesses are exempt from the home occupation standards, and child-home daycares are regulated by the State of Indiana. Every other limit that follows in the section, the 25 percent floor-area cap, the ban on exterior alteration and outside storage, the one-employee and two-vehicle caps, the 8 a.m. to 8 p.m. visitor-hour window, the no-sign rule, and the long list of uses barred from qualifying as home occupations, applies to home-based businesses generally but not to a child-home daycare, because the ordinance places that oversight with the State rather than the City's Plan Commission.

The exemption is narrow in scope: it covers only child-home daycare businesses, the in-home child care model, and the ordinance does not extend the same carve-out to any other listed use. A Greenwood property still must otherwise be a lawful residential use in its zoning district, since the exemption removes the home occupation standards, not the underlying residential zoning itself, and any dispute over whether a use qualifies as a child-home daycare or as a different, non-exempt home business would be resolved under the City's general zoning administration rather than this exemption clause.
