Hialeah, FL Home Business: Customer Traffic Restrictions (2026)

Hialeah's home-office rule, found in Sec. 98-2030 of the zoning code, treats a home office as a secondary, ancillary use inside a dwelling limited to small office equipment, computers and telephones. Subsection (c)(5) draws a hard line on foot and vehicle traffic: no customer or client visitation or other business traffic to and from the residence is permitted, with only two narrow exceptions carved out, delivery of office supplies and repair or installation of office equipment. That means a Hialeah resident running a home-based consulting, tutoring, bookkeeping or similar practice cannot have clients come to the house for meetings, drop-offs, pickups or any other business purpose; those meetings have to happen elsewhere.

The restriction sits alongside other home-office limits in the same section: the office cannot exceed 200 square feet of the dwelling's living area, cannot occupy a detached accessory structure, is capped at one per residence, and can be staffed only by household members, with a narrow allowance for a disabled resident's personal care attendant. Before operating, the home office must be licensed by the city under its 7299(B) business classification, and the license holder signs an affidavit affirming compliance with every limitation in the section, including the no-visitation rule.

A city license inspector can request access to verify compliance upon reasonable notice, backed by a subpoena from the licensing administrator if the license holder objects; refusing lawful access is itself grounds for license revocation or suspension under Sec. 98-2030(e).
