Temecula's home occupation rules generally prohibit customer or client traffic to the residence. Limited by-appointment visits may be allowed if they don't generate parking demand or change neighborhood character. Music lessons and tutoring are typical examples; retail walk-in traffic is not permitted.
Under TMC Β§17.04.020, a home occupation must not generate pedestrian or vehicular traffic in greater volumes than would normally be expected in a residential neighborhood. In practice, this means walk-in retail, restaurants, salons with regular client schedules, and any business model that depends on customers coming to the home is not allowed. Limited by-appointment activities β such as private music lessons, tutoring, occasional client consultations, therapy sessions, or piano teaching β are typically permitted when limited to one client at a time and generally no more than a handful of appointments per day. The total number of vehicle trips to the property should not exceed what a typical residence would generate. Off-street parking must be available for any clients on the property's driveway; client parking on the street that creates congestion or blocks neighbors triggers complaints. No deliveries by tractor-trailer or other commercial vehicles inappropriate for a residential street are allowed. Daycare (large family child care up to 14 children) is protected separately under California Health & Safety Code Β§1597.40 and is allowed by right notwithstanding home occupation rules. Operating outside these limits can result in revocation of the business license and code enforcement citations. Neighbor complaints are the primary enforcement trigger.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Temecula code enforcement directly for current fines, enforcement procedures, and hearing options.
