YCMC §8-5.5002(b) limits home occupations to one customer on the premises at a time and requires off-street parking in addition to the parking normally required for the residence. Higher-traffic home occupations require a discretionary Use Permit under §8-5.7003.
Yuba City Municipal Code §8-5.5002(b) caps a by-right home occupation at one customer on the premises at any given time, and that customer must be accommodated by dedicated off-street parking in addition to the parking the residence is already required to provide. The intent is to keep neighborhood traffic and curb usage at typical residential levels. A home occupation that would have more than one customer at a time may be approved with a Use Permit under §8-5.7003 — but only if the Planning Commission affirmatively finds that the added traffic will not adversely impact the neighborhood and that adequate off-street parking is provided. Use Permit applications go through public hearing with neighbor notification. Loading and deliveries (e.g., box-truck deliveries, large freight) inconsistent with residential character are not allowed as part of the by-right home occupation.
Operating with multiple simultaneous clients without a Use Permit is a zoning violation. Code Enforcement may issue stop-work orders and administrative citations escalating $100/$200/$500 per Cal. Gov. Code §36900. Repeated complaints can result in revocation of the home occupation clearance and require the operator to relocate to commercial space.
