Bossier Parish, LA Home Business: Home Daycare (2026)

Sec. 126-718(b)(3) of the Bossier Parish Code lists 'Nursery, day care or kindergarten' as a special exception use in the R-2 multiple-family residence district, one of the zoning districts within the five-mile Benton planning area governed by Chapter 126, Article III. Special exception uses are, per the section, 'subject to the same approval of location and site plan as uses requiring planning approval,' but because the code declares such uses to possess unique or special characteristics, each is 'considered an individual case' and must be approved by the board of adjustment under the special exceptions procedure in Division 7 of the article, rather than being allowed automatically like a one-family dwelling or home occupation.

That review considers, as with other planning-approval uses, transportation and access, water supply, waste disposal, fire and police protection and other public facilities, along with whether the use would cause undue traffic congestion or a traffic hazard, and whether it is in harmony with the orderly development of the district. The R-1 one-family district's own use list does not include nursery, day care or kindergarten among its permitted uses, so a home daycare operating in a purely R-1 area would need a use not authorized for that district at all.
