Home daycares in Irving are regulated by the Texas Health and Human Services Commission (HHSC) under Human Resources Code Chapter 42. Licensed child-care homes may care for 7 to 12 children. Irving's zoning code must also permit the daycare use in the residential district. Home daycares must comply with HHSC standards for safety, supervision ratios, background checks, and facility requirements. Traffic and parking generated by drop-off and pick-up must not disrupt the neighborhood.
