Texas HHSC licenses home daycares. Registered homes may care for 1-6 children; listed homes 1-3 children from one household. Irving zoning must permit the use in the district.
Home daycares in Irving are regulated by the Texas Health and Human Services Commission (HHSC) under Human Resources Code Chapter 42. A registered child-care home may care for 1 to 6 children (including the provider's own children under 14). A listed family home may care for 1 to 3 unrelated children or children from one household. Licensed child-care homes may care for 7 to 12 children. Irving's zoning code must also permit the daycare use in the residential district. Home daycares must comply with HHSC standards for safety, supervision ratios, background checks, and facility requirements. Traffic and parking generated by drop-off and pick-up must not disrupt the neighborhood.
Operating without proper HHSC licensing is a state violation. Zoning violations enforced by Irving Code Enforcement.
