Titusville Code of Ordinances Sec. 28-242 permits family day care homes, defined as an occupied residence regularly providing paid child care, in every residential district: Residential Estate, Rural Residential, Single-Family Low Density (R-1A), Single-Family Medium Density (R-1B), Single-Family High Density (R-1C), Multifamily Medium Density (R-2), Multifamily High Density (R-3), Residential Manufactured Housing (RMH-1) and Residential Manufactured Housing Park (RMH-2), all shown as permitted on the Sec. 28-242(a) use table, with limited status in several mixed-use subdistricts. The code sets three alternative caregiver caps. An unlicensed home may care for up to five preschool children from more than one unrelated family plus up to five elementary-age siblings after school, with the total never exceeding ten.

A licensed home with substitute-care provisions may instead care for up to five preschool children, up to three elementary-age siblings, and up to two unrelated elementary-age children after school, again capped at ten total. Alternatively, a licensed home with substitute care may take up to seven elementary school children from more than one unrelated family with no preschoolers, capped at seven total. In the Downtown Mixed-Use district, Sec. 302's own age-tiered caps on top: a maximum of four children under twelve months, or three infants plus other children up to six total, or six preschoolers over twelve months, or ten children total if no more than five are preschool age and no more than two of those are under twelve months.
