Sec. 28-360 of Titusville's Land Development Regulations permits a home-based business as a limited accessory use across every residential district the city maps, from Residential Estate and Rural Residential through the Single-Family and Multifamily districts, the Manufactured Housing districts, Residential Historic Preservation, and the mixed-use and commercial districts where residential uses are also allowed. 955, Florida Statutes. The business must stay clearly incidental and subordinate to the residential use and cannot change the dwelling's residential character or its street-facing appearance; any exterior modification has to match the neighborhood's architectural aesthetic.

Employees who work at the home must also live there, except that up to two employees or independent contractors who do not reside on site may work at the business, and additional remote employees may work off site without limit. Retail transactions cannot happen anywhere but the residential dwelling itself. Parking is capped at two motor vehicles for the business, none of it in a required yard, and heavy equipment, defined broadly to include commercial, industrial or agricultural vehicles and machinery, cannot be visible from the street or a neighboring property.

No separate customer entrance built for the business is allowed if it clashes with the home's residential design. Every home-based business needs a City business tax receipt, renewed annually alongside the home occupation review; the City Council can revoke that receipt after notice and hearing if a Code Enforcement Board or special magistrate finds the business no longer fits the definition or the code's requirements, and a business operating under a revoked or unlawful license faces separate prosecution.
