VMC 14.09.270 expressly bars any sign visible from outside the dwelling for a home occupation, and bars any display of stock-in-trade in any window. This makes Vacaville one of the stricter California cities on home-business signage. The general sign code at VMC 14.09.260 (substantially rewritten on February 22, 2022 and amended July 23, 2024) regulates all other signage in the city, including residential nameplates, contractor/garage-sale temporary signs, real-estate signs, political signs, and commercial signs in nonresidential districts. Residential addresses are required by California Vehicle Code 22500 enforcement and the Fire Code for life-safety access. Political and noncommercial signs receive First Amendment protection under Reed v. Town of Gilbert (576 U.S. 155, 2015), which limits content-based regulation. California Civil Code 4710 protects noncommercial signs on private property from HOA restrictions (with size limits). Estate sale, garage sale, and 'for sale by owner' temporary signs are permitted under VMC 14.09.260 with time/place limits. Digital freeway billboards are separately regulated under VMC 14.09.260 with conversion-of-static-to-digital rules and lighting standards.
Installing a business sign on a home subject to VMC 14.09.270 home-occupation rules is enforced through notices of violation and administrative citations under VMC Title 8 Chapter 8.10 ($100 first offense escalating). Repeated violations can result in revocation of the Home Occupation Permit and the city Business License under VMC 5.04. Commercial signs in residential districts not associated with a permitted home occupation may be removed by Code Enforcement after notice. Sign violations on rights-of-way are removed under Streets and Highways Code 5491 (encroachment).
