Homestead allows home-based businesses (home occupations) in residential zoning districts subject to conditions in the Land Development Code. The business must be secondary to residential use, generate no visible evidence of commercial activity, and comply with restrictions on employees, signage, and customer visits. A business tax receipt is required.
Homestead's Land Development Code permits home occupations in residential zoning districts under specific conditions. The business must be clearly incidental and secondary to the residential use of the property. No external evidence of the business should be visible from the street β no commercial signage, displayed merchandise, or stored business materials visible outside. The business must be conducted entirely within the dwelling or an attached garage. Only residents of the home may be employed in the business on-site; outside employees working from the location are generally prohibited. The business must not generate traffic, noise, odor, or waste beyond what is normal for a residential neighborhood. No retail sales to walk-in customers are permitted on the premises. Heavy equipment, commercial vehicles over a certain size, and hazardous materials storage are prohibited. A local business tax receipt from the city is required for all home-based businesses. Certain professional services (accounting, consulting, web design) are well-suited for home occupation approval.
Operating a home business without a BTR or exceeding home occupation conditions carries fines of $100 to $500. Violations may result in cease-and-desist orders. Contact Code Compliance at (305) 224-4800.
