Under Chapter 11 of the North Miami Code, every business operating within city limits must obtain a Certificate of Use and Business Tax Receipt before beginning operations. Annual renewal is mandatory. Chapter 29 (Land Development Regulations) establishes zoning standards for home occupations in residential districts. Home occupations must be conducted entirely within the dwelling unit, must be incidental and secondary to the residential use, and cannot change the residential character of the property. The business must not generate excessive traffic, noise, or other impacts beyond what is typical for the residential neighborhood. No exterior signage advertising the business is permitted. The business operator must be a resident of the dwelling. Storage of inventory, supplies, or equipment outside the dwelling is prohibited. Certain business types that generate customer visits, noise, odors, or hazardous materials may not qualify as home occupations.
