An applicant files a home occupation clearance application with the Department and pays the fee the City Council sets by resolution; the Review Authority evaluates the request under Sec. 010(A)(2) and must state any conditions of approval or reasons for denial in writing. To operate, the business must stay incidental and secondary to the residential use, and the dwelling cannot be altered, decorated, or given a marked entrance that would identify it as a place of business. No customers, clients, or visitors may come to the home for the business except for individual instruction such as academic tutoring or music lessons, and only a resident of the dwelling may work on-site.

The operation cannot require upgraded utility capacity or a separate meter, cannot store hazardous materials beyond what the Uniform Fire Code allows, and cannot involve firearms, ammunition, or ordnance regulated by the Bureau of Alcohol, Tobacco, and Firearms. Vehicle use is capped at one motor vehicle or vehicle-trailer combination not exceeding 14,000 pounds gross vehicle rating, and no equipment can cause radio, television, or line-voltage interference outside the dwelling. Mobile businesses can also qualify for a clearance if they meet these same conditions, but automotive work is limited to cleaning, detailing, and minor glass or accessory-part repair; auto body and engine work are barred.

Every operator must hold a current City business license, and the clearance becomes null and void the moment that license expires, requiring a new application and fee to reestablish it.
