Pomona regulates home occupations through the Zoning and Development Code. A business license and zoning clearance are required. Home businesses must not generate traffic, noise, or visible impacts incompatible with residential areas.
Under the Pomona Zoning and Development Code, a zoning clearance must be issued by the Planning Division before any home-based business can obtain a Business License. The clearance confirms that the land use associated with the business is legally permitted in the residential zone. Applicants must complete the Zoning Clearance Application for Home Occupations and the Home Occupation Permit form. The updated Zoning and Development Code (effective July 31, 2024) and Sign section (updated May 7, 2025) govern all current standards. Contact the Planning Counter at (909) 620-2191.
