RMC Β§18.43.110 permits home occupations in residential districts when secondary to the residential use. The activity must be conducted entirely within the dwelling or a fully enclosed accessory structure and must not change the residential character of the property. No outdoor display, storage, or other exterior evidence is allowed. Cottage food operations under Cal. Health & Safety Code Β§113758 are expressly allowed subject to state law. Applicants must sign a home occupation affidavit attesting compliance before the City Clerk issues a business license. City staff may conduct reasonable inspections.
