Casa Grande Municipal Code § 12.08.030 prohibits camping, occupying, establishing, maintaining or operating camp facilities, and using or storing camp paraphernalia, on any public property in the city, defined broadly to include parks, playgrounds, splash pads, restrooms, streets, sidewalks, rights-of-way, alleys, bike paths, preserves, open space, mountain parks and washes, unless the city has expressly designated the site as a permitted camp area or issued a permit. Camping is also barred in any area posted no-trespassing, and within five hundred feet of any property boundary of a school, childcare facility, shelter, or park, wherever that camping otherwise occurs.

On private property, camping is separately barred where it becomes a nuisance from noise or sanitation, where it violates the zoning ordinance, where it involves a mobile home, RV, bus or hauler regulated elsewhere in the code, where a fee is charged for the privilege without authorization, or in the parking lot of most commercial or institutional uses. Subsection F makes it a public nuisance to wash one's body or belongings in a city fountain, splash pad or lake. The Community Services Department director, and separately the city manager, may issue permits or reservations for youth groups, schools, special events, or temporary camps under § 12.08.040.

Once a citation or warning issues, § 12.08.060 requires removal of camping equipment, gear and structures within twenty-four hours; anything left after that is deemed abandoned, and the city may seize and destroy hazardous or bulky items and store the rest for ten calendar days, with written notice explaining how to retrieve it or contest its destruction. Property found in a closed public area, such as a park after hours, may be seized immediately under subsection B without the twenty-four-hour grace period.
