Redondo Beach, CA Homelessness & Encampment Rules: Encampment Sanitation (2026)

Chapter 34 of Title 4 defines "camp" broadly: pitching or occupying camp facilities (tents, tarps, huts, RVs or cars used for sleeping), living outdoors, or using camp paraphernalia (sleeping bags, cots, bedrolls, cookware). 02 makes camping unlawful in any park, right-of-way, public parking lot or area (improved or unimproved), public school property, or beach. 03 separately bans storing that same gear in those locations, meaning police and code enforcement can cite unattended encampment property even when no one is present. 04: the Community Services Director or the Chief of Police may issue a permit good for no more than 24 hours where the requester has an unusual emergency need and public health and safety will not be unduly affected, and the City Council may designate specific areas with adequate facilities by resolution.

The current text of all three sections was last amended by Ordinance No. 3293-25, effective June 6, 2025, following the 2021 amendment under Ordinance No. 3209. 05, separately bars standing, sitting or lying in bus stop shelters and seating areas except while boarding, disembarking, or waiting for a bus, and allows a factfinder to infer unlawful use if the same person is seen there twice in a 20-hour span more than four hours apart.
