The section builds in an evidentiary standard for enforcement: if the People prove beyond a reasonable doubt that a person was standing, sitting, or lying in a bus stop site twice within a 20-hour period, with the two instances more than four hours apart, the trier of fact may (but is not required to) permissibly infer that the person was not there for the purpose of boarding, disembarking, or waiting for a bus.
