030(C) and (D), part of the 2022 camping ordinance enacted by Ordinance 969, set specific obstruction distances for sitting, lying, sleeping, camping or storing personal property on public rights-of-way. Subsection C bars camping or obstructing a street, sidewalk or right-of-way by camping, sitting, lying or sleeping, or by storing, using, maintaining or placing personal property, in a manner that impedes pedestrian passage on any sidewalk or walkway, or within ten feet of any driveway or loading dock; the same subsection's remaining clauses add five-foot buffers around building entrances, fifteen-foot buffers around fire hydrants and fire lanes, and a general bar on obstructing a right-of-way in a manner that interferes with a permitted activity.

Subsection D separately bars obstructing any portion of a street or right-of-way open to motor vehicles, or any bike lane or bike path, by the same camping, sitting, lying, sleeping or storage conduct. These distance-based rules sit alongside the sanitation and site-management clauses of the same section and apply citywide on public property, not just downtown.
